April 15, 2025 will mark two years since the war in Sudan broke out between the Sudanese Armed Forces (SAF) and the Rapid Support Forces (RSF), leaving Sudanese civilians caught in the middle. Estimates suggest that as many as 150,000 people may have been killed, more than 12 million displaced from their homes, and 30.4 million currently in need. Numerous attempts to bring the warring parties, both of whom are backed by different regional powers and are accused of committing mass atrocities, to the negotiating table have been unsuccessful.
On April 10, 2025, the Tahrir Institute for Middle East Policy (TIMEP) will be hosting “The War in Sudan: Two Years On,” a dynamic virtual discussion featuring Dallia Abdelmoniem, Mohaned Elnour, and Mike Brand, moderated by Magdi Amin. The conversation will equip audience members with a comprehensive understanding of how the war started and the context in which it has continued. Most importantly, it will address what is needed to ensure that Sudan does not mark a third anniversary. Tackling multiple angles, our speakers will address the following questions: How has the war in Sudan played out on the ground? What has been the impact of the war on the humanitarian, economic, and societal levels? How have Sudanese civilians inside the country and in the diaspora mobilized to bring an end to the war? And, what is the way forward to bring an end to the fighting and facilitate a lasting peace and a future for Sudan in line with Sudanese civilian aspirations?

Dallia Abdelmoniem
Dallia Abdelmoniem is a Sudanese political analyst and commentator covering mostly Sudan while also working in advocacy. Currently, she consults with the non-partisan Sudanese think-tank Fikra for Studies and Development in communication and advocacy. Dallia also works in advocacy with a collective of Sudanese civil society actors.

Mohaned Elnour
Mohaned Elnour is a Nonresident Fellow at TIMEP working on religious minorities and freedoms in Sudan. He is a Sudanese human rights lawyer with 19 years of experience in human rights. Mohaned has represented prominent clients and collaborated with local and international NGOs. He has represented victims of human rights violations domestically and before the Human Rights Council, the African Commission on Human and Peoples’ Rights, and the African Court on Human and Peoples’ Rights. After his work as the legal analyst assistant for the European Union Election Observation Mission to Sudan in 2010 and the South Sudan Referendum in 2011, Mohaned established the Justice Centre for Advocacy and Legal Consultations, which mainly focuses on freedom of religion or belief. Through the work of the center, Mohaned has supported victims of religious discrimination and built a legal network to defend the right to freedom of religion or belief. He has also trained human rights lawyers and defenders in Nigeria and South Sudan on human rights and freedom of religion or belief. Mohaned is currently the CSW’s consultant for Sudan. Mike Brand
Mike Brand is a human rights, atrocities prevention, and peacebuilding professional with nearly two decades of experience in policy, advocacy, organizing, and education. Throughout his career, Mike has worked for various NGOs in the United States, Rwanda, and South Sudan and has done fieldwork in the Democratic Republic of the Congo and Uganda. Mike supports civil society organizations and diaspora networks in strategic planning, program development, and achieving their advocacy and organizing objectives. He has been published in peer-reviewed journals, national and international publications, and has been quoted in international news outlets as an expert in his field. Mike is also an Adjunct Professor of mass atrocities prevention and human rights at Georgetown University and the University of Connecticut. He holds a Master of Arts in International Peace and Conflict Resolution from American University, with a concentration in human rights and atrocities prevention, and a Bachelor of Arts in History and Political Science with a minor in human rights from the University of Connecticut. Magdi M. Amin

He is a Sudanese-American Adjunct Professor at the Johns Hopkins School of Advanced International Studies and Managing Partner of African Renaissance Partners who focuses on harnessing the power of markets, technology, and investment to give people agency and lives of dignity. African Renaissance Partners is a venture capital firm that backs entrepreneurs transforming the Horn of Africa by using technology to solve major development challenges such as access to finance, renewable energy, logistics, education, health, and agricultural productivity. Magdi joined the Transitional Government of Sudan in January 2020 as a Senior Advisor to the Minister of Finance. He supported economic reforms to stabilize the economy, regain access to multilateral financial institutions, restructure Sudan’s external debt, and create broad-based growth. He continues to advocate for a broad-based democratic government in Sudan.
