Alhakam Shaar is a Nonresident Fellow at TIMEP focusing on participatory urban reconstruction in Syria. His mandate aims to advance a vision for an inclusive reconstruction that centers the needs of local communities across Syria. Alhakam is an interdisciplinary conflict researcher and social anthropologist. Over the past decade, he has worked on post-conflict reconstruction, heritage preservation, and migration research. He was a Holbrooke Fellow for The Aleppo Project, which focuses on how to rebuild urban life after conflict through a collaboration between Syrian refugees, academics, policy experts, and students, at Central European University (CEU) and is a co-founding member of Liqa al-Umran (The Urbanism Gathering), a platform for connection and dialogue on reconstruction in Syria. Alhakam has contributed to numerous projects, such as preserving Aleppian intangible heritage with the Modern Endangered Archives Program at UCLA, mapping Syrian diaspora organizations in Germany with SVR in Berlin, and digitizing the Comparative Encyclopedia of Aleppo with Al-Adiyat Archaeological Society in Aleppo. He holds a Master’s degree in teaching English from the University of Aleppo and a Master’s degree in Sociology and Social Anthropology from the CEU.
