Morsi Makes Concessions on Presidential Powers

A decree issued by President Morsi annulled a controversial aspect of his November 22 presidential decree which had been met by wide-ranging criticism and protests throughout Egypt. Those protests and an ultimatum given by the military were viewed as the reason for the concession, which did not negate the planned December 15 referendum.

Morsi, whose actions are no longer beyond legal challenge, will present the constitution to the Egyptian people to be voted ‘yes’ or ‘no’. If the document is rejected, the President will then call for elections to form a new Constituent Assembly to draft a constitution.
