Ramy Raoof Halim is a Nonresident Fellow at TIMEP focusing on surveillance and technology in Egypt and the MENA region. His mandate examines how emerging technologies, spyware, and digital repression enable human rights abuses, and how stronger accountability, policy, and rights-based safeguards can be developed in response. Ramy is a technologist, security researcher, and advisor who works with human rights defenders, journalists, and civil society organizations operating in high-risk environments worldwide. Over the past 15 years, he has contributed to investigations into state-sponsored surveillance, cyberattacks, and censorship across multiple regions, as well as to advocacy and litigation efforts aimed at holding governments, technology companies, and telecommunications providers accountable. Ramy has worked on digital security, threat research, and infrastructure resilience with organizations including the European Union, the Open Technology Fund, Amnesty International, Citizen Lab, the Egyptian Initiative for Personal Rights, and the International Committee of the Red Cross. He served on the board of the Tor Project from 2017 to 2021. His work has received international recognition, including the 2023 Burke Distinguished Journalism Award, the 2017 Heroes of Human Rights and Communications Surveillance Award from Access Now, and the Deutsche Welle Best of the Blogs Award in 2016. He was also named among the World’s Top 100 Information Security Influencers by CISO Platform in 2016 and featured in Newsweek’s Digital Power Index in 2012.
